The Utility Monitoring and Control System (UMCS)
Mandatory Center of Expertise (MCX) at Huntsville Center (Huntsville, Alabama, US) was tasked to tackle recurring and common issues in the design and installation of UMCS projects throughout the US Department of Defense. In 2004, Section 13801 and Section 15951 specifications detailing the use of LonWorks® networking (“EIA 709.1B” – now ANSI/CEA-709.1-B) were published to help facilitate proper design and installation. Since this time, the Division references have changed and the Sections have been updated to be Unified Facilities Guide Specifications
UFGS 25 10 10 and UFGS 23 09 23, respectively.
UFC specifications and other valuable resources are available at the USACE Engineering Knowledge Online
site.
The specifications, open for all to view, provide a network-design and procurement basis that can be used in USACE, NAVFAC, AFCESA, and NASA projects. They can also serve as templates for non-government projects.
The below documents are produced by, and made available through, the US Army Corps of Engineers—a government agency of the United States of America.
Unified Facilities Guide Specifications (UFGS) -
Division 25 - Integrated Automation
Utility Monitoring and Control System (UMCS):
| Abstract:
|
“This guide specification covers the
requirements for a Utility Monitoring and Control
System (UMCS) based on open system technologies
including the CEA-709.1B communication protocol and
LonWorks Network Services (LNS).”
|
Unified Facilities Criteria (UFC) -
SERIES 3-400: Discipline-Specific Criteria - Mechanical
Utility Monitoring and Control System:
| Abstract:
|
“This document describes the design of an Open UMCS including hardware, software, and networking.” … “This UFC and accompanying UFGS 25 10 10 ‘LonWorks Utility Monitoring and Control System’ are for use on all USACE and AFCESA projects.”
|
Unified Facilities Guide Specifications (UFGS) -
Division 23 - Heating, Ventilating, and Air Conditioning
Direct Digital Control for HVAC and other Local Building Systems:
| Abstract:
|
“This specification covers installation of
local (building-level) controls using LonWorks-based
DDC. It is primarily intended for building level
control systems which are to be integrated into a
Utility Monitoring and Control System (UMCS) as
specified in Section 25 10 10 UTILITY MONITORING AND
CONTROL SYSTEM (UMCS).”

Unified Facilities Criteria (UFC) -
SERIES 3-400: Discipline-Specific Criteria - Mechanical
LonWorks Direct Digital Control for HVAC and other Local Building Systems:
| Abstract:
|
“This UFC is intended to be used with UFGS 23 09 23 (LonWorks® Direct Digital Control for HVAC and Other Local Building Systems). The design concept described in this UFC provides definitive guidance intended to streamline DDC system design and installation leading to maintainable, interoperable, extensible, and non-proprietary control systems.”
